환경문제가 우리의 생존을 근본적으로 위협할 정도로 심각한 수준에 이른 지는 이미 오래이다. 악화되는 환경문제의 해결을 위하여, 정부는 그 동안 환경 행정조직의 확대와 기능 강화를 포함한 다양한 정책적 노력을 기울여 왔다. 그러나 현재의 환경행정 체계는 환경오염에 효과적으로 대응하기에는 기능 분담 체계와 조직구조상 많은 문제가 있다는 지적을 받고 있다.현재 심화되고 있는 환경오염 문제에 좀더 효율적으로 대처하기 위한 환경 거버넌스의 문제를 다양한 측면에서 논의하고 있다. 제1부에서는 지속 가능한 발전을 위한 정부간 협력 관계의 개선 방안을 제시하였고, 제2부에서는 좀더 효율적인 환경 거버넌스를 위한 정부와 NGO의 관계 재정립을, 제3부에서는 지속적으로 광역화되는 환경문제에 좀더 적극적으로 대처하기 위한 국가간 협력과 함께 민간 환경단체의 협력 방안을 논의하고 있다.
